Secured by Design for doors & windows

Secured by Design (SBD) member company status is awarded to companies producing security products that pass standards and tests nominated by the police service.

About Secured by Design (SBD)
Secured by Design has been developed by the Association of Chief Police Officers Crime Prevention Initiatives (ACPO CPI Ltd) and is the group name for a number of national Police projects focused on the design and security for new and refurbished homes, commercial premises and car parks, as well as the acknowledgement of quality security products and crime prevention projects. The principles of the scheme have been proven to reduce the risk of crime and the fear of crime.

The Secured by Design Developer Award is given to building developments which, following consultation with local police Designing Out Crime Advisor (DOCA), are built to Secured by Design guidelines including physical security and design and layout and so reduces the opportunity for crime.

The project supports the National Planning Policy Framework’s aim of creating “safe and accessible environments where crime and disorder, and the fear of crime, do not undermine quality of life or community cohesion.”

Secured by Design member company status is awarded to companies producing security products that pass standards and tests nominated by the police service. The standards and related tests must demonstrate the product effectiveness in preventing or reducing crime, usually by resistance to physical attack. Secured by Design does not sell or provide any guarantees in respect of the product; it is the attack test standard that we support.
Secured by Design requirements for doors and windows
Entrance doors and accessible windows installed into Secured by Design developments must meet specified performance standards to demonstrate appropriate levels of security and fitness for purpose.

Compliance with Secured by Design requirements is demonstrated by independent, third party certification based on:
  • Performance testing against specified standards
and
  • Production under an approved quality management system
Performance and production continue to be checked on a regular basis via audit testing and factory inspections.

All entrance doorsets, ground floor windows and windows easily accessible above ground floor, installed into Secured by Design developments, must be certified by an independent UKAS accredited certification body and tested by a UKAS accredited test laboratory, such as Exova, against PAS 24 and the relevant material specific standard for general performance (which will reference BS 6375 Parts 1, 2 and 3).
Testing for entrance doorsets includes:
PAS 24 - Enhanced Security
Including:
  • manual manipulation
  • manual infill medium removal
  • mechanical infill medium removal
  • mechanical loading
  • manual check
  • soft body impact
  • hard body impact
  • manual cutting
  • hardware and cylinder security
General Performance
Including:
  • ‚Äčoperating forces
  • air permeability
  • watertightness
  • wind resistance
  • basic security
  • cyclic operation
  • operational strength characteristics

PAS 24 additionally specifies requirements for cylinders, letter plates and glazing material.

Alternatively security can be demonstrated by testing to EN 1627-30 Class RC3 for doors with additional cylinder and letterplate requirements as specified in PAS 24.

Testing for windows includes:
PAS 24 - Enhanced Security
Including:
  • manual manipulation
  • manual infill medium removal
  • mechanical infill medium removal
  • mechanical loading
  • manual check
General Performance
Including:
  • ‚Äčoperating forces
  • air permeability
  • watertightness
  • wind resistance
  • basic security
  • cyclic operation
  • operational strength characteristics

Alternatively security can be demonstrated by testing to EN 1627-30 Class RC2N for windows.

Certification requirements for Secured by Design
Third party certification is a requirement for entrance doors and accessible windows installed into Secured by Design developments.

We operate Exova BM TRADA Q-Mark Enhanced Security schemes for doorsets and window assemblies to satisfy Secured by Design requirements.

Manufacturers, whose doors or windows have met the requirements and achieved certification, can apply for a Secured by Design licence from ACPO CPI Ltd which will enable them to tender for projects which stipulate Secured by Design compliance within the product specification and to use the Secured by Design logo on their products, packaging and marketing material.
